Biography
A native of Kentucky, Howard came to Oklahoma in 1889 where he worked as a printer in Edmond, Guthrie, Oklahoma City, and Kansas City, Missouri. He settled in Tulsa in 1905 and worked in the manufacturing of brick and oil and gas businesses before becoming a member of the State Board of Public Affairs under Oklahoma Governor Lee Cruce from 1911 until 1915. He served as State Auditor from 1915 to 1919 and was elected as a member of the U.S. Congress in 1919, 1923, and 1926.
Fun fact
As a member of Congress, E.B. Howard spearheaded the Flood Control Act of 1928, which for the first time secured the Federal government’s duty in controlling floods along the tributaries of the entire Mississippi River.

Howard came to Oklahoma Territory in 1889 as a newspaper printer.
